Wording of the motion passed :

That public works projects have made an important contribution to boosting the economy and improving people’s livelihood; in view of the current economic and fiscal position of Hong Kong, this Council urges the Government to further review and consolidate the existing list of large, medium and small-scale public works projects, assess the situation and implement various public works projects in an orderly manner according to their importance and urgency, consider deferring non-urgent projects, and optimize the allocation of public resources, so as to alleviate the financial pressure on the Government, avoid cutting expenditure related to people’s livelihood, and ensure more effective use of public resources, thereby enhancing the speed and efficiency of key projects relating to the economy and people’s well-being and bringing positive benefits to Hong Kong’s economy and people’s livelihood as soon as possible; when reviewing the list of public works projects, the Government should also strive to prevent drastic fluctuations in construction volume, so as to ensure the sustainable development of Hong Kong and safeguard the employment opportunities of construction practitioners; the Government should also maintain the overall scale of its annual expenditure in public works and ensure that the progress of infrastructure works projects crucial to the future development of Hong Kong will not be impeded, so as to safeguard the healthy development of the construction industry; this Council also urges the Government to first deal with urgent projects such as transport infrastructure, public leisure facilities and tourism-related facilities and support.
